How could you nerf her more without making her unplayable? She has a good mix of utility and damage (with is why she gets picked alot), but she is not dominate at either.

thats the problem , she has the utility and the damage to outpick other champs , why pick annie when u can deal similar damage with orianna and bring more utility to your team.
