Is it justified to report an ally for bad connection?

Think of it this way...if you're ruining your team's experience or costing them a game b/c of your issues, yes. While the intentions are different, the outcome is the same.

However, d/cing for 2 minutes then coming back for the rest of the game isn't reportable.

You had a problem, fixed it, and was there for the rest of the game, win or loss.

If it's a consistently bad connection...not my call for other people, but if I had a consistently terrible connection I wouldn't enjoy playing, nor being a burden to my teammates. So I probably wouldn't.

But game by game it can be impossible to tell in advance.
