You run clarity, which is bad by itself.

If you don't have blue as a mana champion you will lose lane to an opponent who gets it 100% unless they misplay or you get a really fast Athene's (and even then it's dicey) because they can just push to your tower over and over until you run oom. The only champions that don't need blue very much are either manaless (although the CD still helps them quite a bit) or champions that autolose lane and plan on just roaming for kills rather than staying to push.

Anyone with inbuilt mana sustain (gragas, tf, annie, kassadin) can usually do fine without, but its still often better on them than anyone else, so they may as well have it, and the CDR and spammability helps a lot.

Clarity has always been a niche choice when it comes to champs, but I find with lux that it leads to some great plays early game WITHOUT having to rely on blue buff to do well, and end game, without baron, you can give people a good chunk of mana back to help with a push.

Call it what you want, but Im sitting on a 50% win rate with lux 5/5/8 average - which aint too shabby. And thats not counting the great normals Ive played with her.

Kass without blue has very limited use of his ult, which is 90% of the reason you pick kassadin. Really the general rule of thumb is manaless champions can get by without blue and mana using ones need it, some more than others. That said, everyone likes free 20% cdr on mid lane.

All of them. If they cant manage their mana properly without a blue then they should return to normals to practise mid. Also athenes rushed early es numero uno

Clarity has been a bad choice for about a year and half now. Also, Chalice isn't awesome regen unless you combine it with more Mp5 items or a massive mana pool.

It really depends on the situation and matchup. If your mid can't trade with the enemy mid then he'd probably need blue buff to farm with his skills instead of autoattacking and blue buff is always helpful for mids to push out the lane and still have lots of mana for a gank.

For instance on TF you typically don't need blue cuz your blue card can sustain your but if the enemy has blue and you don't they will jsut push your lane hard and you will have to waste mana to clear waves and eventually lose lane. Also if you can't trade with your enemy like if it's TF vs Kass then TF has to use his q and waste mana in order to farm since he can't get close enough to throw blue card without trading a huge chunk of his health. In those situations blue buff is vital.
