Why would you take Surge on Voli anyway? Would rather use a more utility type Spell like Exhaust over Surge any day.

I take surge on Teemo sometimes :/ and they took out IS and Surge how will I reach 2.5 AS with Teemo now I'd have to buy AD items or stack ****.

Yeah it's a shame they're removing things that suck and you'd have been better off not using.
