Severe Lag Spikes

I dont know why and i know its not just me but, roughly around this time (11pm NZ) i get massive lag spikes on the PBE server.
I usually have pretty stable ping sitting at around 170ping but at this time and for about 4 hours after, i get spikes that jump to 400 or even DC for a moment.

I know its not my internet since no one else in my flat experiences this.. ever.
They arent downloading anything, just using facebook.
I dont get this on the Live servers either.

anyone else experiencing this? its impossible to play a real game under these conditions

I had this problem in PBE and Live server, and it was my Wifi adapter, now i'm using a cable directly from the modem.

I'm getting it at a specific time and i dont use Wifi :/
