Is there any point where a rioter would consider unbanning you permanently? Its really long and tedious leveling a new account on top of all your skins and IP that you earned so I'm just curious if unbanning a perma is in the question.

No, you deserved the ban. The only exceptions are if a payment fails, and you contact Riot to resolve it. Possibly hacked accounts can get it reversed, but most likely not.
