Might be a display error but I was trying to figure out how low I could get my attack speed on Warwick.

Items.

Phantom Dancer
Malady
Berserker's Greaves
Blood Razor
Last Whisper

I popped Hunter's call at 18 and my attack speed went from 1.6 to 2.0, so I would believe that this display is buggy.

2.5 which means 2.5 attacks a second.

Okay, to my understanding, 2.5 = 250% right?

Now to my next question, regarding items. In order to get 250% attack speed does that mean I only need 150% total from items?

e.g
Razor = 40%
Sterk = 45%
Boots = 25%
Last Whis = 40%

Total = 150%

That's enough to have 2.5 attack speed right?

2.5 = 2.5 attacks per second, but that was just pointed out.

Let's say you're playing Ashe.

Base attack speed: 0.6563 attacks/second.

IAS
IAS @ 18 (just from levelling): 52.7% (3.1% per level, and 17 levels)
Razor = 40%
Stark = 45%
Boots = 25%
Last Whisper = 40%

Total = 202.7%

Base * IAS = 0.6563 * (1 + 2.027) = 1.99 attacks/second.

You can get champion attack speed numbers from the spreadsheet in this thread.

If you were to, theoretically, build up to 2.5 attack speed with items alone and then someone used an attack speed buff, would you gain any attack speed?
Or is 2.5 max including any buffs from abilities and the like?

2.5 is the complete max, no matter what source. Say you're Fiora with 2.5 AS due to items, masteries and runes.. your 120% buff from Burst of Speed (her E) is completely useless because you can't go beyond 2.5 attacks per second (or 5 per 2 seconds).

Why would you want to max out your attack speed? Even with 2.5 attacks per second you would lack much needed damage and health. You need balance.
