Ever since I started this game (2 years ago), Ive had this OCD feeling that the surrender button is in the wrong place. Meaning if you move your surrender button to right above the mini-map, it fits perfectly above it. I have a feeling that was the original intended location for it, but was never fixed for whatever crazy reason.

With this new UI update, will the surrender button still be obscurely slightly above and over to the left of the mini-map, or will it be above it?

Yes, in the PBE it shows up where you would expect it to given the UI. It also continues to be obtrusively 10x more gigantic than it needs to be.
