Ok since we are in preseason rite now how does elo work will it carry over will there be another soft reset or does every start from scratch?

I believe the purpose of preseason is to allow people to slip into their appropriate tier of play before formal seasonal play begins so to answer your question I do not believe there will be a reset. I don't recall people talking about a season start reset last season.
