[Game Client] CDR doesn't affect Jayce.

There is a bug concerning CDR on Jayce, CDR does not reduce the cool downs of Jayce's skills.

the Runaan's Hurricane (ranged only 3-shots) don't shot 3 bolts of the cannon(stance) debuff on minions or champions too.
only 1 shot is given.

since teemo is poison is apply to all targets i think this is a bug for jayce.
