For those who don't know armor pen runes are now nerfed on pbe.

Quints : 2.56 Armor pen
Reds : 1.28 Armor pen

The difference of 3 Quints and 1 Red of armor pen.

Current : 12 Armor pen for 3 quints, 1 red
PBE : 9 Armor pen for 3 quints, 1 red

That would be because they're changing the way Penetration works?

they are being nerfed because the calculation for armor and magic pen will be changed to % pen before flat pen, which will yield greater effects than now

Seems reasonable they don't want you to be doing true damage up through midgame without spending in game gold on penetration.

They changed the order of how flat pen and % work.
So, reasonable.

Give the whole story. Flat ArP like runes now apply after % drops in armor like last whisper. If your opponent had 100 armor and after masteries and LW they would have X effective armor.

Live:
X = (100 - 12) * .6 *.9 = 47.52

PBE
X = 100 * .6 * .9 - 9 = 45

So it's a buff!

They have done alot of things in terms of armor pen. One more reason would be that Armor costs are more expensive so it will now take more gold to stack armor items (with same flat penetration tanks \ bruisers melt easier than ever at earlier stages of the game.)

I like how riot says they are nerfing ranged AD then give them a ton of sweet items and now this.

When do you see ranged AD running anything besides +15 AD on their runes?

Who actually uses armor pen runes? oh wait thats right bruisers top lane and some junglers.
