So I've been playing since the beginning of September and I only have two accounts, one that is 18 and one that is 14. I use the 18, but if my level 18 gets banned sometimes then I use the level 14 for the time being. I have about 50 wins on my level 18 and about 45 wins on my level 14. I have friends who started playing at the same time as me, and were already level 27ish by October. Do you guys have any tips for me so I can level up faster? I usually play 5v5 online summoners rift.

you may buy ip boost if you really want

you can check how much ip you can get for each game mode on the lol wiki

Play more and just use one account. People only use multiple if they have a level 30 account and want to mess around with new players.
