Does the cooldown reduction on items also reduce the cooldown on items as well as summoner's spells? If so proof?

I know they specify it on the masteries.. but not on items.

the specific items that reduce certain summoner spells do, the rest of the CDR items do not effect summoners or item CDs.

cooldown on items doesn't effect your summoners, if you notice in your mastery tree there is one called "reduce summoner spell cooldowns"

cooldown on items doesn't effect your item active cooldowns, same thing in utlity there is one now that clearly says this will "reduce active cooldowns" and then there is another one at the bottom or somewhere that is called champion ability cooldown or some ****, theres basically 3 of them. Items in-game only affect your qwer

so then what's the difference between Mastermind and Intelligence...

Mastermind says reduce summoner's spell cdr which is straight forwards.

Intelligence then reduce BOTH summoner spells and item actives?

Does Intelligence reduce both summoner spells and item actives??
