As for strongest, As I recall it is zilian (an army which wiped out his whole country were to afraid to even disturb him), Cho, who it is stated in the lore, that the he is letting the league restrain him. Old lore soraka was basically a god. Xerath is also pretty OP.

Cho'gath merely adapted the League. Nocturne was born in it.

Soraka is no god, simply very powerful in her past. Xerath is pretty up there but can not beat Jax, and potentially even Jax can not beat Morde (this remains to be seen, and likely never will be). Cho is simply a monstrosity of the void and possibly a part of or an important figure that lords over the void armies. They were defeated by powerful magic in the past.
