Simply put the small buffs Rammus were given were just not enough. His clear time on average is about 4:25 without a Leash and this leaves him with about 100 hp and 0/5 pots With a Leash he clears at about 4:10 and usually ends up with about 75% health after using all the potions. This pretty much makes his early ganking potential non-existent. after recalling and purchasing "Philosopher's stone" by the time you get back to the jungle your Blue buff is gone and your only level 3. Attempting to gank at this point is useless and you might even feed. Late game he somewhat redeems himself with his level 5 taunt but considering he is also starved for gold, he will lack the items to Initiate large teamfights without being bursted down in 1 second. Rammus is supposed to be a tank what kind of tank needs all 5 pots while also coming very very close to dying without a leash. I have tried both using Cloth Armor and Machete, and Cloth Armor on Rammus is not even an option anymore he just gets no dmg output at all making clearing camps take longer thus taking more dmg anyway.
So yea I believe Rammus needs a much larger buff compared to what he was given.
What buffs Rammus was given....
*Base Armor increased to 25 from 21
*Base Health Regen increased to 8 per 5 seconds from 6
What buffs I believe Rammus needs to become a S3 viable Jungler...
*Base Health Regen : 10 Hp per 5 seconds from 8 per 5 seconds.
*Base Armor: Increased to 28 Base Armor from 25
*Defense Ball Curl:
Cool Down reduced to 13 seconds from 14 seconds
Armor and Magic resist increased to 50/68/86/104/122 from 40/60/80/100/120
Magic return damage increased to 20/28/36/44/52(+.15) from 15/25/35/45/55(+.1)
IMO, I also believe the whole Jungle needs some sort of gold increase in many of my games even with multiple assist ganks I still end up with less gold compared to the support...
