No, dashes are not supposed to avoid the stun.

They actually fixed it a while ago so that dashes DIDN'T dodge the stun.

she will get stunned, but not at the border. she will get stunned where her dash ends.

They changed it long time ago. Every dash now will get stunned by Event Horizon after the full distance is reached.

its not intended to my knowledge. (they do try to fix it from time to time)
the thing is that the stun works like this
so you set it down, and it checks to see if anyone is there. no? no stun
then 0.25 seconds later, it checks again

so if riven dashes all the way through before the check, then she won't get stunned
if she dashes all he way through, but contacts it during the check, she will get stunned

that's what i heard at least
