Can I make my own lol stuff like hats or shirts and selling people. I just want to know Riot allow it .Thank you!!

If you sell it that's intellectual property rights infringement and whatnot, you'd be sued.

I don't know, people make products with copyrighted material, and sell them online all the time.
Etsy, deviantArt etc.

I have no right answer for you.
