If that policy changed, visual upgrades/relaunches would take a considerably longer amount of time. The next champion would be even further away, behind Annie who would more likely be released in March or April. We have a lot of champions to get through. Players have pointed out that champs such as Taric, Sion, Sivir, and more are badly in need of improvements and we strongly agree.
I understand your desire to make skins (old legendaries in particular) even better when we're doing the upgrade. It's not that we don't see the same opportunities that you do - it's just that doing so would cost the team time and resources that could be put towards the next updated champion.
Don't forget how many of people purchased this LEGENDARY skin at a quite LEGENDARY price, while other people end up getting frostfire annie which has probably just as many new particles and changes as her LEGENDARY does, but at HALF the price. This Visual upgrade gives Riot the chance to at BARE MINIMUM make sure that the new modeled legendary skin stands out above the rest of the skins, like it should, seeing as it is LEGENDARY.
That being said, spend a little extra time making it up to the Riot community and people who have spent their hard earned money buying skins and supporting riot, will not only appease the masses but in the end help better Riots name as well. It's a win/win, and it really isn't that hard. We're not saying 'OMG REMAKE IT AND ADD ALL THIS COOLSHIZNAT BLAHBLAH' We're saying 'Remind everyone who see's Annie in wonderland that "Oh hey, that's a cool legendary skin!" That's all.
