We MUST finish with the trend of..
"well this is a normal / PBE / 3v3 / Dominion No one takes it seriously"
Playing TO WIN should be the first priority AND you can have fun while trying your best.
If that cannot be achieved, well just have fun.
But joining the game with the target of ruining somebody else game..
That's not cool.
I really look forward to see this changes!

I reported the necessary people and took a moment to write a note about what to look for in the chat log and to implore the reviewer to please read the case.

As an example, we have implemented a system on PBE that will automatically detect toxic behaviors and ban the players the same day—this system will go live today and will immediately punish 167 players with a 7 day ban. Depending on the consistency and severity of the toxic behaviors, this system will hand out bans that range in severity from a 7 day ban to a permanent ban from the PBE environment. This system will start off conservative and may have hiccups at first, but we hope to ramp up the aggressiveness of this system while maintaining a goal of 99% accuracy with a false positive rate of less than 1%.

The player behavior team has also been brainstorming punishments in addition to or instead of bans. We have always known that bans are not an ideal punishment solution when players can simply create new accounts, and we would like to experiment with some potential alternatives on the PBE. We believe the PBE community will see immediate benefits from these experiments even though they are not completely developed or polished yet. I am excited to talk more about the first experiment, and will update you when we are closer to rolling it out on PBE.

Longer-term, we are brainstorming ways to make players more accountable for their behaviors on PBE. Whether that is linking live accounts to PBE accounts or an entirely different solution is undecided, but these changes to the PBE will also allow us to completely open up registration to the PBE in the future.

Our take-away message today is quite simple: the PBE has zero tolerance for toxicity, and change is coming.

Can you implement honor in custom games and just put some sort of system in that disallows players to repeatedly honor the same person at all? I mean honor is about EVERYONE's standpoint on that player is it not? so two votes from the same person shouldnt count. that way players couldnt abuse it by making customs with just their friends.

How can we report people? I don't feel like this system works. I mean... I just played in a game with a person who kept spamming and being verbally abusive to his/her whole team. And it's completely unfair to belittle people in the game, when their team is trying the best they can. The person was talking in all chat, saying their team was feeders, and sucked x and y, and that is completely rude.

I would post the summoners PBE name, but I'll not do that because I don't think I really can. I wouldn't know how to report this person either, but they are extremely rude, and I wouldn't want anyone to have to deal with their abusive tendencies at all.

Player Behavior is as it has always been. There are those who play the game, and those who want to be the biggest burden to everyone else. Ah yes there are trolls, and a lot of them. They’re not going anywhere any time soon either.

What do trolls have to fear? Honestly, let’s think about this, because I don’t know all the possible outcomes. What does Riot do to punish those who do not play by the rules, those who go out of their way to break the rules, those who make the game unfun for those who play alongside them?

Actually let’s step back and think about what Riot actually has for rules. The only thing I can think of is their Summoner’s Code, and that doesn’t come with any actual punishment for disobedience. Seriously check the page there are no punishments listed. Still, let’s have a look-see at the code and what a troll might do to go against it.

Support your Team – No communication, being negative, being hateful, being a ****, not playing your role, purposely feeding
Drive Constructive Feedback – No communication, being negative, being hateful, being a ****
Facilitate Civil Discussion – No communication, being negative, being hateful, being a ****
Enjoy Yourself, but not at Anyone Else’s Expense – being negative, being hateful, being a ****
Build Relationships – No communication, being negative, being hateful, being a ****
Show Humility in Victory, and Grace in Defeat – being negative, being hateful, being a ****
Be Resolute, not Indignant – being negative, being hateful, being a ****
Leave No Newbie Behind! – being negative, being hateful, being a **** towards newbies
Lead by Example – well they try…and there are a lot of trolls…so they do that really well.

So what happens when people go against the code?…It’s okay I’ll wait…they get reported? Fair enough. Then what? To the Tribunal! So you’re judged by a jury of your peers based on…stuff…whatever they’d like really, but let’s just say it’s the summoner’s code. Punishment time! If you’re toxic enough you’re banned, but you can just make a new account so don’t sweat it. Hey, but what if you’re not toxic enough? What if you’re a jerk, but not deemed ban worthy…then you’re…free to go! YAY—oh wait. So why not be a troll, it’s not like you’ll lose much and you can just go back to trolling whenever! AWESOME!

Riot needs actual rules with actual punishments. A ban means nothing if you’re allowed to make another account immediately. I know that blocking an ISP may block multiple accounts, some innocent, but trolls have nothing to lose with the current state of play. You might try offering incentives to those with good track records (like Santa-Nashor icon), but that’s not going to dissuade those who just want to make everyone else miserable. Better think of something though…That’s my two cents anyhow.
