I was just wondering since Riot is introducing a new Ranked system what's going to happen with the current elo rating? Will it be reset and everyone starts from the beginning or if i have a 1500+ elo rating will i be put into a Gold League?

Furthermore, With the new system switching over, will players that achieved 1500+ elo be receiving a gold boarder( in the load screen) or will that happen at the end of season 3?

There've been at least two.
Your new MMR is calculated between your current and your top elo this preseason, and you'll keep the border you currently have.

You won't get a new border for preaseason. The end-of-season rewards happen at the end of the season.
