don't say things like this when the math proves you wrong.
setting aside crit and armor for simplicity's sake, sion's passive is providing an average of 6% damage mitigation against someone with 300 AD.
against other bruisers and AS champs, it's substantially more effective.
if it applies after armor it's even more effective (anyone care to experiment on that?)
sion's problem is that he has no mobility, no poke, minimal lane presence, and unimpressive jungling ability.
as for swain. no, you can't compare his passive directly to cho'gath.
first, you should notice that swain's passive provides
several times as much mana. particularly in the early game, where maintaining a mana pool is most difficult.
second, swain has a short cd ability that heals him. granted that's at level 6, but the fact remains that he can convert mana to health at almost any time. cho has his ult, but that's very ineffective on a per-unit-time basis.
taken as a whole, they're substantially closer, and I think the rest can be chalked up to them being different champions in other ways.
