I'd say less of a buff and more of a balance. You're worse if you would have been snowballing, but better if you would be behind.
It's a buff for late game damage, but her late game damage was never that horrible to begin with as long as you didn't get completely denied from gold all game.
The reason I don't like it, is because Riven feels different from what she used to be. I played her because she was a strong laner[/jungler] who HAD to make aggressive plays to snowball or she'd fall behind. I liked the high risk/reward gameplay she promoted. Now Riot's basically saying "Screw that, play her like you would everyone else" and I find it annoying.
Doesn't really matter too much, considering I've just switched to VI. I hope the new Riven is more enjoyable for others though.
