Better Items/Penetration = Happy Vlad Time featuring Liandry + Sanguine Pool

HP is a better defensive stat = Rylai/Warmogs is awesome on him.

Spirit Visage is more defensive than before = You can go all in with less worry.

Hes pretty balanced right a now, a small buff would be ok but he doesnt really need one

Tanky AP who deals sustained damage. Hes pretty much a Ryze #2 but used top lane instead. And lets not forget ult. 5 man ult 20% increased damage? Watch your team melt them

Vladimir needs a slight damage buff and he's good. His damage has a LOT to be desired. The only way he's landing kills is by kiting enemies or chasing them down after bursting only half the ADC's hp.
