It's only theft if you followed the rules and they took it anyway. You didn't follow the rules so (as you agreed to by clicking "yes" to the game) gave Riot the right to block your access to the account.

Nobody stole from you. Your actions gave Riot permission to take back the privileges it loaned to you.
