Malady is pretty great for jungling fairly early, though. I start with Boots of Speed + 3 Hp pots Malady Usually, by the time my pots are up and my mana is low, I can afford to port back and take Malady. From here on out, mana usually not an issue, as I can take down golem/lizard easily with Malady.
I do think Stark's is the better item, but the fact that it is more expensive means it's more difficult to start early game with it. The longer it takes for you to get that first real item, the longer it takes for you to get into the jungle to get sweet buffs. Admittedly, Malady is slower than Madred's + Vampiric Scepter, but I feel it's safer, as I have some trouble keeping my HP up with just Madred's + Vampiric.
I do sometimes go Madred's, especially if I'm facing a team with, say, both Singed and Cho'gath. This way, I can go Madred's, starks, Bloodrazor, Inf Edge, and go from there. Usually, though, my build is
Boots + HP pots
Boots of Mobility (Don't seem to be so popular a choice, but they help me gank. I can see the arguments for greaves, though, I'll try them out.)
Inf Edge Banshee's Veil (Can delay if my survivability is ok)
I haven't thought about trying out frozen mallet, though. Banshee's definitely gives you more survivability, but not letting anyone escape does sound nice. I don't usually have trouble catching people with Highlander, though.
