When having armor and magic penetration runes, can the enemy's magic resist and armor go into the negatives?

I've heard that only black cleaver can bring armor into negative values.

What do you guys know about this?

While I don't know for certain, I've heard numerous times that it does in fact go negative with any penetration and never heard anything contrary.

Armor and magic resistance reduction can lower it into the negatives but penetration can't bring it below 0. I'm not sure which is applied first.

The order is:
Reduction -> Ignore (items like Last Whisper) -> Penetration.

So it's very unlikely it'll go negative, but possible with reduction items if the target has no defensive Items.
