Grand Skyfall seems like it will be either too strong on a solo enemy or too weak in a team battle.

Say it did 1000 (+ AP). That's reasonable if not on the high end for a single target nuke ult. Split that among 4 or 5, and it becomes useless. However, if you buff it to be useful for multiple enemies (2000 (+AP) maybe), you'll be getting a lot of complaints from people that just got one-shot.
