How is elo calculated?

I just happened to notice that a player "a Lilac" has more wins and less losses than "HotshotGG" in solo 5x5 ranked, but has a lower rating..
I always see people say that it is based completely off of wins and losses, but then that doesn't make sense.

So, how is your rating actually determined?
