Could only change one thing in the passive, to be 0.6%. The passive Garen is 0.5 and needs to just not be in combat.

for viscous sting, it attacks with his scorpion tail right? well, instead of it decreasing the slow every sec for 3 secs, make it to slow them for 24% for 3 secs and deals poison damage that deals 1% of their current hp every 1.5 secs.
