Other Noxus probably wouldn't of helped Swain given they are loyal to the high command. Swain was either acting alone for his own reasons, or High Command sent him in solo so they could have deniability if he got caught.

He's also part of the Black Rose.Which is a rival faction to High Command. Leblanc judgement hints that Swain might hate the High Command, and infiltrated to push black rose on top.
