Does executioner's calling active affect lifesteal and spellvamp?

It says that it reduces healing and healing regeneration.

healing = lifesteal, spallvamp.

lifesteal & spell vamp doenst belong on the regeneration thing, idk why
but ignite, executioner's calling, etc all the thing that reduce regeneration wont work with lf & sp

It doesn't. Lifesteal and spell vamp aren't considered sources of healing or regeneration.

Just tested it.

Played with Sion, took turret hits to 10% health, and popped ult to attack blue golem. Regenerated 54-55 HP per hit normally, had friend hit me first with Ignite and Executioner's Calling after that wore off. Kept regenerating for 54-55HP per hit under both circumstances.

So I guess that's a no, Grievous Wound doesn't affect lifesteal.

Didn't test spell vamp but I'd imagine that's the same deal.

They are special cases; their lifesteal is an innate ability. Much like Swain and Fiddlesticks' spell vamp, this (I guess) isn't considered "real" lifesteal/spell vamp and is therefore affected by the Grievous Wound debuff.
that's interesting because I used it against a Sion not to long ago who was carrying their team if he used his ult I couldn't 1v1 him but once I got and used EX Calling I could do it easily, I noticed a difference or decrease I should say in his lifesteal; I was AP Teemo by the way
