ok i know red runes is armor pen for sure. but im still lose with yellow blue and purp runes. blue i have cooldown reduction bc his abilitys r long as hell. but even with those it really doesnt make a difference bc by the time the fight is over it still on cooldown. i see alot of ppl get dodge for yellow idk y tho. so can anyone tell me what are the best runes for yellow blue and purp?

Marks: Armor Pen
Seals: Dodge
Glyphs: Magic Resist per level
Quints: HP or Armor Pen

Dodge combined with the passive is just for the survivability,
same applies for the hp quints, just to be less like a glass cannon.

the difference is that dodge adds up with the passive, while aspd just lets you refresh it a bit often at melee situations.
For example if you're fleeing from combat due whatever reason you have, you benefit more from dodge than attack speed.

Blue can really be almost anything but if you wanna make a rune page especially for Pantheon go with MgP / level as he would need that extra survivability for casters. Alternatively, go with -cd or something which benefits more champions.

AS is for red runes which you need ArP.
ArP are the most important runes hands down. It scales with your auto attacks as well as with your abilities.

For Quinteseces go ArP or Health.
