Olivia, The Shield Maiden
Rational: This game needs more true tanks. Characters who are best built as a defender and there has never been one that was female... until now.
Story Basics: Olivia has always had a strong sense of loyalty, demonstrated many times as a child with her friend Caitlyn playing imaginary detective. While Caitlyn went on to protect the town of Piltover from criminals and thieves, Olivia the shyer of the two, was left in the dust. Olivia became the apprentice of Caitlyn's mother, the creator of Caitlyn's marvelous gun. Olivia studied tirelessly to try and be of assistance to Caitlyn and she has finally found a way to do it. Her shields are the work of a master engineer, complemented even by the famous Professor Heimerdinger. These shields on her arms as if they had grown there, their intricacies and secrets known only by Olivia. After their creation Olivia decided that she would finally be able to stand beside her friend. She has come to the League both to protect others, represent Piltover and to prove to herself that the purest form of courage is to stick beside her teammates to the bitter end.

(Passive) Augment – Olivia's shields are compatible with almost anything, as a result Olivia gains 10 armor per item she is holding (stackable items count as one).
[Q]: Shield Sweep – Olivia spins around dealing damage and slowing enemies. Her shields extend on wires to increase her range.
Cooldown – 12/10/8/6/4 sec
Mana Cost – 60/70/80/90/100
Range – 400
Olivia spins around extending her shields dealing 60/80/120/160/200 (+50% Armor) damage to all enemies around her and slowing their attack speed by 30% for 2 sec.
[W]: Dauntless Defense – Olivia's shields fold out becoming larger and spark with electricity which bursts at the end of the duration.
Cooldown – 10 sec

Passive: Olivia gains 10/20/30/40/50 magic resistance
Active: Olivia's shields charge themselves with electricity to reduce damage that Olivia takes by 10/12/14/16/18% (+1% per 50 Magic resist) and at the end of the duration deals 60/80/100/120/140 (+70% Ability Power) magic damage to all targets around her. Lasts for 6 sec.
[E]: Piltover Punisher – Olivia launches her shields in a straight line. The shield extends upon a wire till it reaches a target then retracts back to Olivia.
Cooldown – 12/11/10/9/8 sec

Olivia fires one of her shields straight forward dealing damage to the first target it touches stunning them for 1/1.25/1.5/1.75/2 sec and dealing 60/80/100/120/140(+80% attack power).
[R]: Implement – Glyphs on Olivia's shields glow when stored with an item and becomes very large when discharging.
Cooldown of active – 40 sec

Passive: Olivia's shields can store an additional item. Since this item is hard to wield its base stats are reduced by 50%. (This item's activated effects can not be activated).
Active: Olivia uses the item to charge her shield to create a shield for 10sec that prevents the next 300/500/700 damage (+100% Armor or +100% Magic Resistance, whichever is greatest). This ability's passive does not apply when this skill is on cooldown.
Explanation: Olivia's shields are her pride and joy and as such they play an integral role in her skill set. All her abilities focus on making her shields better. Her rational is that shields as a weapon are not naturally long range so she would feel safer in the close quarters of the jungle popping out to help a friend in need. She will work well as a jungler due to mainly her passive. The extra armor will help her survivability. Her [W] will help her farm jungle creeps while also keeping her health up, while her [E] can be a ganking tool if aimed right. Her [Q] is meant for reducing damage against melee DPS and helps with her farming. Her [R] helps her passive while protecting her from dying.
