So for anyone who is stuck @ 81%. Check your patch_lib log file. Do a search for the word error. If you are missing 44_web_0.jpg Here is your fix.

It will need to be renamed to 44_web_0 and put in C:\Program Files\Riot Games\League of Legends\Air\assets\storeImages\content\champion_po rtraits\

It has worked for 3 people so far. If you are missing ONLY this file, as many people seem to be. This WILL fix it.

I'm stuck at 85% I'm guessing a lot of people will have the same issue as it has something to do with the font that got messed up previous patch.
