had same problem but after the new patch it fixed...yeah i wasnt able to play lol for 1 week....

try using proxy or VPN it might work

FOUND A SOLUTION

1.)left click on league of legends
2.)click show package contents
3.) click on contents
4.) then LOL
5.)then RADS
6.)then system
7.) then USerkernal

It opened up a launcher and started running. I use a mac so may be different on a pc but its working so far.
