Of course they are working on the other aspect of the game, but it takes more time! So of course you will have new heroes and skins coming out regularly, because that is what makes the game profitable.
Other points of interest on this subject include:
  • Different people work on different things
  • The framework for addition of new champions is very well established as it has been done umpteen million times before. while A new map/game mode has not been done yet
  • Maps and game modes are much harder to balance then champions as they need to be balanced for all champions.
