There are runes that every champ benefits from, and the only ones I can think of right now are Health quints and CDR runes

What're the other ones?

Actually all of them except for Mana can be useful to every champ....

I consider

ArP/Armor/dodge/MR to be pretty Generic.

ArP can be replaced with MP dependent on what the champs primary damage modifier is from.

My first general set is a set of ArP/MP, armor seals, MR/lvl glyphs and ArP/MP quints

I like to use attack speed runes on alot of champs

Flat HP and MS quints are also pretty much universally good.
